能源合作是“一带一路”建设的重点先行领域。十年来,我国与“一带一路”共建国家在能源政策、能源投资融资、能源基础设施联通、能源贸易、能源科技创新等方面取得了诸多成就,能源合作领域充实,合作规模扩大,合作质量提升,为共建国、区域、全球的经济发展与能源转型注入了强劲动力。在世界进入新的动荡变革期,融合全球碳中和进程与各国不同诉求,“一带一路”国际能源合作面临气候变化、地缘政治、国际竞争、经济与技术成本等多重风险与挑战。我国与共建国家应抓住高质量共建“一带一路”新机遇,顺应碳中和新形势,契合绿色低碳新要求,在“创新引领、绿色发展、开放共享、共同能源安全”四个方面积极探索“一带一路”国际能源合作高质量发展策略。

Energy cooperation is a key pioneering field in the Belt and Road Initiative.Over the past decade,China and the co-construction countries of the Belt and Road have made many typical achievements in energy policy,energy investment and financing,energy infrastructure connectivity,energy trade,energy science and technology innovation,etc.The field of energy cooperation has been enriched,the scale of cooperation has expanded,and the quality of cooperation has been improved,which has injected strong impetus to the economic development and energy transformation of the country,the region and the world.As the world enters a new period of turbulence and change,integrating the global carbon neutrality process and different demands of various countries,the"Belt and Road"international energy cooperation faces multiple risks and challenges such as climate change,geopolitics,international competition,and economic and technological costs.China and co-contributing countries should seize the new opportunities of high-quality co-construction of the"Belt and Road",adapt to the new situation of carbon neutrality,meet the new requirements of green and low-carbon,and stimulate the new potential of the high-quality development of international energy cooperation in the new stage of"innovation-led,green development,open sharing,and common energy security"cooperation strategy.
