营商环境如何驱动民营企业创新能力提升?——基于组态视角的定性比较分析

How Does the Business Environment Drive the Improvement of Innovation Capabilities in Private Enterprises?——Qualitative Comparative Analysis Based on Configuration Perspective

民营企业创新能力提升是实现高质量发展的关键任务之一,也是解决“卡脖子”问题的重要抓手。文章以浙江省11个地级市为研究样本,从营商环境组态视角出发,通过定性比较分析,探讨营商环境对民营企业创新能力提升的影响路径。结果表明:民营企业创新能力提升受创新-政务环境、人力-创新环境和人力-政务环境这三种模式的协同驱动的影响较大;即使有高质量的公共服务,但是缺乏优质的人力资源、政务环境和创新环境等支持,也不会提升民营企业的创新能力。最后,文章提出了相关政策建议,为持续优化营商环境和提升民营企业创新能力提供参考。

Improving the innovation capability of private enterprises is one of the key tasks to achieve high-quality development and an important lever to solve the bottleneck problem.This article takes ll prefecture level cities in Zhejiang Province as research samples,starting from the perspective of business environment configuration,through qualitative comparative analysis,to explore the impact path of business environment on the improvement of innovation capabilities of private enterprises.The results indicate that:the improvement of innovation capabilities in private enterprises is greatly influenced by the synergistic driving force of three modes:innovation-government environment,human resource-inno-vation environment,and human resource-government environment;even with high-quality public serv-ices,the lack of support from human resources,government environment,and innovation environment will not enhance the innovation capabilities of private enterprises.Finally,this article proposes relevant policy recommendations,providing references for continuously optimizing the business environment and enhancing the innovation capabilities of private enterprises.
