摘要
面对勘察设计市场增量趋缓和人才结构性矛盾,如何高效发挥人力资源效能始终是企业首要关注的问题。文章以勘察设计行业为研究对象,以人力资源效能管理视角,剖析雇主品牌建设面临的行业人才供给矛盾、结构化矛盾,以及个体自主化特质与传统组织文化之间矛盾;探究企业人力资源管理职能定位发展滞后、工具政策效力退化、数字化水平提升缓慢等困境;以中信建筑设计研究总院有限公司的雇主品牌建设为例,提出应对策略和实践探索。
In the face of the incremental slowdown and imbalanced talent structure in thesurvey and design market,how to efficiently give play to human resource efficiency is always a top concern for enterprises.With the survey and design industry as a study object,this paper dissected contradictions in the supply and structure of industrial talent,which employer brands are faced with in their development,as well as the contradiction between individual autonomy and traditional organizational culture;probed into difficulties such as the lagging development of functional orientation,declining effectiveness of policy tools,and slow digital transformation of human resource management in enterprises;presented countermeasures and explored in practice through a case study of the development of employer brands by CITIC General Institute of Architectural Design and Research Co.,Ltd..
