开放科学背景下国产自主期刊出版平台的版权困境及保护和运营对策研究

Research on Copyright Dilemma,Protection,and Operation of Domestic Independent Journal Publishing Platforms in Open Science Era

随着国产自主期刊出版平台业务的拓展,研判如何更好地将版权融入平台建设,是保障平台数据安全、提高平台自主权的要求。本文分析了国产自主期刊出版平台版权困境,提炼了国外典型期刊出版平台版权特点,提出了国产自主期刊出版平台版权保护和运营对策,即明确版权关系类型,增强版权保护意识;规范授权内容,优化版权协议;采取不同版权模式,应对开放科学挑战;加强版权运营,实现平台长远发展,以期为平台经济新业态建设提供参考。

With the expansion of domestic independent journal publishing platform business,it is necessary to explore how to better integrate copyright into platform construction,which is the requirement of ensuring platform data security and improving platform autonomy.In this paper,copyright dilemma of domestic independent journal publishing platforms was analyzed and copyright characteristics of typical foreign journal publishing platforms were summarized.Copyright protection and operation strategies of domestic independent journal publishing platform were put forward,i.e.,copyright relationship types should be clarified to enhance copyright protection awareness;authorized content should be standardized and copyright agreement should be optimized;different copyright schemes should be adopted to meet open science challenges;copyright operation should be strengthened to achieve long-term development,thus to provide references for constructing new model of publishing platform economy.
