摘要
为了明晰济南临空经济区内涝致灾的机理,探求影响内涝的主要因素,保障机场扩建及片区重点区域排水安全,构建片区水网体系,通过片区现状地形分析,调研现状河道及机场排出口需求,落实国土空间规划条件,形成片区水网体系,并通过SWMM软件动态验证水网体系时空降雨不均、地势平坦低洼、外排水系渲泄不畅是造成临空经济区内涝风险较高的根本原因。通过竖向优化、加固堤防等措施可降低外洪对片区的影响;针对性承接机场外排水需求,优化水网布局,蓄滞空间设置可降低片区内涝风险;对SWMM模拟出内涝风险较高河道,可针对性提出相应措施,解决平坦地区内涝问题。
In order to clarify the reason of waterlogging in Jinan Airport Economic Zone,to ensure the drainage safety of expansion and key areas,the paper explores the main factors affecting waterlogging,and build a regional water network system.By analyzing the regional water network system of the current topography in the area,the investigation was conducted on the current demands of river course and airport discharge,as well as the implementation of territorial spatial planning conditions.SWMM software was used to dynamically prove that uneven rainfall in time and space of water network system,flat and low-lying terrain,and poor drainage were the root causes of high waterlogging risk in the zone.Vertical optimization and dike strengthening measures could reduce the impact of external flooding.To meet the demand of drainage outside the airport,it optimized the layout of the water network,and set the storage space,which can reduce the risk of waterlogging in the area.SWMM simulates the waterlogging risk of high river,put forward corresponding measures to solve the problem of waterlogging in flat areas.
