数据是数字经济时代的关键生产要素之一,算力是发挥“数据要素×”效应、驱动数据要素创造价值的新质生产力。算力是对综合计算和处理数据的能力、手段和工具的总称,既具有高链接性、强渗透性、泛时空性、快衍生性、广赋能性和正外部性等新质生产力属性,也表现出智能性、泛在性、普惠性和高移动性等数字技术特征。数字经济时代,算力能够通过激发新动力、催生新业态、释放新潜能、锻造新优势、构筑新高地、打造新体系等作用机制赋能经济高质量发展,“算力+”应用场景是算力发挥新质生产力功能的主要路径。提升算力水平和发挥算力的新质生产力作用,需要及时解决制约我国算力发展的瓶颈性问题,科学布局算力资源,加快算力基础设施建设,构建全国一体化算力网络,推动算力要素与其他要素协同融合发展,以算力高质量发展赋能经济高质量发展。

Data is one of the key production factors in the digital economy era,and computing power is the new quality productivity that utilizes the multiplier effect of data elements and drives data elements to create value.Computing power is a collective term for the ability,means and tools of comprehensively computing and processing data.It possesses new productivity attributes such as high connectivity,strong penetration,pan-spatio-temporal property,fast reproduction,broad empowerment,and positive externalities,as well as digital technological features such as intelligence,ubiquity,inclusiveness,and high mobility.In the era of digital economy,computing power can empower high-quality economic development through mechanisms such as stimulating new impetus,giving birth to new business models,unleashing new potential,forging new advantages,building new highlands,and building new systems.The application scenario of“computing power+”is the main path for computing power to play the role of new productive forces.To improve the level of computing power and leverage its new productivity,it is necessary to promptly solve the bottleneck problems that constrain the development of computing power in China,scientifically layout computing resources,accelerate the construction of computing infrastructure,build a national integrated computing power network,promote the coordinated and integrated development of computing power elements with other elements,and empower high-quality economic development with high-quality development of computing power.
