辽宁省水稻植物新品种权保护现状与分析

Current Situation and Analysis of the Protection of New Plant Variety Right of Rice in Liaoning Province

植物新品种保护是知识产权保护的一种形式。统计结果表明:2001~2021年我国水稻植物新品种权申请量与授权量逐年增加;在全国层面企业申请总量高于科研单位和个人;在辽宁省科研院所和高等院校申请量占比高,企业和个人参与度低。目前我国植物新品种权审查时间长、新品种保护年限短,辽宁省水稻新品种权保护意识有待提升。应加大宣传力度,提升人们的新品种权保护意识,并提升企业在新品种保护中的参与度。

The protection of new varieties of plants is a form of intellectual property protection.The statistical results showed that the number of application and authorization of new plant variety right of rice in China increased year by year from 2001 to 2021;At the national level,the application volume of enterprises is higher than that of scientific research institutions and individuals;In Liaoning Province,the number of application of scientific research institutes and universities accounted for a high proportion,and the participation of enterprises and individuals was low.At present,the review time of new plant variety right in China is long and the protection period of new varieties is short.The protection consciousness of new rice variety right in Liaoning Province needs to be enhanced.Publicity should be strengthened to enhance people's awareness of the protection of new variety right,and the participation of enterprises in the protection of new varieties should be enhanced.
