The Experience and Inspiration of Privacy Risk Control of Public Data Openness in the US

[目的/意义]旨在从隐私风险控制的角度,考察美国公共数据开放中的隐私保护实践,为我国公共数据治理提供参考。[方法/过程]运用政策文本分析法,结合数据生命周期理论,梳理美国公共数据各生命周期阶段中隐私风险控制手段类型及侧重点,构建适合我国国情的面向公共数据开放的数据生命周期隐私风险控制框架。[结果/结论]从公共数据创建和收集、处理、传播和披露、使用、存储和处置5个方面为我国公共数据治理提供建议。

[Purpose/Significance]From the privacy risk control,the paper investigates the privacy protection practice of public data openness in the US to provide a reference for public data governance in China.[Method/Process]Based on the text analysis and the data lifecycle theory,this paper sorted out the types and focuses of privacy risk control practices in the US at various stages,and constructed a data lifecycle privacy risk control framework suitable for public data openness in China.[Result/Conclusion]It provides suggestions for the governance of public data in China from five aspects:creation and collection,processing,dissemination and disclosure,use,storage and disposal of public data.
