公共服务供给能否改变家庭代际教育期望——对地方财政自主性调节作用的再讨论

Can the Provision of Public Services Change Intergenerational Educational Expectations within Families——Further Discussion on the Regulatory Role of Local Fiscal Autonomy

基于2012—2020年中国家庭追踪调查(CFPS)微观数据和中国城市宏观数据,测算家庭代际教育期望和地方政府公共服务供给指标,并验证政府公共服务供给如何影响家庭代际教育期望。研究发现:政府公共服务供给能够显著提高家庭代际教育期望,并且教育公共服务供给在其中发挥主导作用;政府公共服务供给通过放松家庭资源约束、强化家庭教育竞争以及促进家庭财富跨期配置三条微观路径发挥作用,并且地方财政自主性具有显著的负向调节效应;两者关系在个体层面的父母受教育程度、社会地位、子女性别以及地区层面的经济发展水平、到省会城市距离上存在异质性特征。

Based on the micro data of the China Family Panel Survey(CFPS)from 2012 to 2020 and the macro data of Chinese cities,this study estimated the indicators of intergenerational education expectations within families and the local government provision of public services,followed by verifying how the govermment provision of public services affected intergenerational educational expectations within families.The research found that:the government provision of public services played a leading role in enhancing intergenerational educational expectations within families,and the action paths included easing household resource constraints,intensifying competition in family education,and facilitating the intertemporal allocation of family wealth.However,local fiscal autonomy exerted a significantly negative moderating effect on this relationship.The relationship between the two was heterogeneous at the individual level of parental education,social status,gender of children,as well as at the regional level of economic development and proximity to provincial capitals.
