在1978年转向改革开放后,中国奉行的乃是融入世界市场的联系型战略,高度重视技术和投资引进、对外贸易对经济发展的促进作用。特别是1987年时任国家计委经济研究所副研究员王建提出《关于参与国际经济大循环发展战略的构想》被中央采纳后,我国基于人力、土地、资源等方面的成本优势,在沿海地区大力发展外向型经济,充分利用国外市场参与国际经济大循环,形成了原材料和制成品“大进大出,两头在外”的经济发展格局。

While the United States defines China as its primary strategic competitorand seeks a"decoupling"from China,China proposes a"dualcirculation"developmentparadigm with domesticcirculation as the mainstay and internal-external circulation reinforcing each other.It is worth noting that the United States also achieved industrialization through rejuvenating domestic market in the 19th century.Learning experience from this history,China should follow the principle of"politics before economy","decoupling before recouplingand foster a controllableautonomous market,so as to create new internal and external conditions for"dual circulation".
