摘要
区域协同治污打破了传统大气污染治理中主体的同质性假设,对区域环境协同治理带来了新的挑战.基于多维异质性视角,考虑协同主体的污染治理能力,协同偏好,污染溢出率和财政收入四个维度的异质性,运用演化博弈理论,构建区域协同治污演化博弈模型,挖掘区域协同治污主体的策略选择行为演化规律与环境合作动力因素.结果表明:污染治理能力是协同治污合作的关键动力因素;过度差异化的收入,偏好和污染治理能力易导致协同主体间形成“环境竞优”的竞争关系,不利于构建协同互信;环境外部性特征使得主体在协同治污中的利益高度相关,直接影响主体在协同治污过程中的综合收益,进而影响其协同偏好策略选择.最后,通过仿真分析,对多维异质性视角下区域协同治污给出相应的对策建议,以期推动我国区域污染治理走出协同困境,实现正向协同。
Collaborative governance of regional pollution breaks the postulate of homogeneous entities in traditional governance of regional pollution,throwing new challenges to the research of regional pollution governance.Hence,based on multiple heterogeneous dimensions,this study constructs the indicators of collaborative capacity of pollution governance among local governments according to four dimensions of pollution governance capacity,preferences,rate of pollution spillover and government revenue.Meanwhile,we make an evolutionary analysis of the strategic choices of local governments based on the constructed indicators to explore the rules of local governments'action evolution and driving factors in collaborative governance.The main results show that:(1)Local government's capacity of collaborative pollution governance is the key factor in the collaborative abatement of transboundary pollution;(2)Over-heterogeneous dimensions among local governments,such as territorial governance capacity,inclination,rate of pollution spillover and government revenue,can readily forge race-to-top competition relationships among governance entities,doing harm to the construction of trust in each other during the collaborative governance of air pollution;(3)The spillover effect of air pollution form a high correlation of benefits between entities and directly affect the comprehensive revenues of local governments,thereby infuencing their strategy preferences during the collaborating process.Finally,through simulation analysis,some cooperative countermeasures for inter-government air pollution management from the perspective of multidimensional heterogeneity are given to promote regional pollution control out of the dilemma of coordination and achieve good coordination.
