摘要
本文通过评述美国《联邦平实语言指南》揭示了语言在政府与公众沟通中的重要性。政务语言能力建设包括语言种类、语言载体与语言质量三个维度。在公共事务处理中,语言应急建设、提升特殊人群语言服务能力还需要加强,并根据政府部门的职能,构建一般性的政务语言能力与针对性的政务语言能力培训机制,并制定相应的实施细则。
This article reveals the importance of language in communication between government and the public by reviewing Federal Plain Language Guidelines.On this basis,this paper argues that governmental language competence includes three dimensions:language category,language carrier and language quality.In handling of public affairs,there is need to strengthen language emergency construction and enhance the language capacity for serving special groups.Also,it is necessary to construct training mechanism for general and specific governmental language competence according to functions of government departments,and to develop detailed regulations for implementation.
