“众人的事情由众人商量”:全过程人民民主的实践之源

2005年1月4日,时任浙江省委书记习近平同志到浙江余杭小古城村考察调研,嘱咐村干部“村里的事情大家商量着办”。近20年来,小古城村牢记嘱托,不断践行“众人的事情由众人商量”重要理念,通过民主协商“四议六步法”(“四议”即“议什么、谁来议、怎么议、议的效力”,同时在“四议”中融入“提”“审”“议”“决”“督”“评”六步),把协商主体、协商事项与协商流程融合起来,推动村党组织领导的村民自治真正运转起来,形成了全过程人民民主先行探索的地方经验。

On January4,2o05,Xi Jinping,then secretaryof the Zhejiang Provincial Committee of the Communist Party of China,inspected Xiaogucheng Village in Yuhang District,Zhejiang Province.He instructed the village cadres that"matters concerning the village should be discussed and handled by everyone".Xiaogucheng Village keeps this instruction in mind and has been continuously practicing the important concept of"matters concerning all should be discussed by all".Through the democratic consultation method of"Four Discussions(‘what to discuss,who should participate,how to discuss and the effectiveness of the discussion')and Six Steps(proposing,reviewing,discussing,deciding,supervising and evaluating'are integrated into the‘Four Discussions’)",local experience of pioneering thewhole-process people's democracy has formed.
