关于建立健全节约用水规划制度的思考

节约用水规划是我国节约用水管理的一项重要制度,在推进节水型社会建设,全面提升水资源利用效率和效益等方面发挥重要作用,目前已纳入节水立法。落实完善节约用水规划制度对贯彻落实“节水优先”方针,建立健全节水制度政策,助力水利高质量发展具有重要意义。节约用水规划涉及面广、影响因素多,在实践推广中需进一步细化完善。文章探讨分析了节约用水规划的重点内容、存在的困难和问题,并在此基础上提出了落实好节约用水规划制度的相关建议。

The planning of water conservation is an important system of water conservation management in China,which plays an important role in promoting the construction of a water-saving society and comprehensively improving the efficiency and benefit of water resources utilization,and has been incorporated into water-saving legislation.Implementing and improving the water-saving planning system is of great significance for implementing the water-saving priority policy,establishing and improving water-saving systems and policies,and helping the high-quality development of water conservancy.Water saving planning involves a wide range of factors,so it needs to be further refined and perfected in practice.This article discusses and analyzes the key contents,existing difficulties and problems of water saving planning,and on this basis it puts forward relevant suggestions for implementing the water saving planning system well.
