新时代党建引领城市精细化治理的机制建构与优化路径

The Mechanism Construction and Optimization Path of Party Building Leading Urban Refined Governance in the New Era

作为长期执政的马克思主义政党,中国共产党主导并直接参与城市治理,在中国特色现代化城市治理体系中居于关键性枢纽位置。我国城市治理体系具有鲜明的政党主导特征,中国共产党统领并协同多元治理主体参与城市精细化治理实践,党建引领城市精细化治理成为新时代城市治理现代化的新范式。党建引领城市精细化治理的机制建构是在适应、满足城市多元主体需求的基础上,通过分类指导、精准施策实现各利益相关者之间的善意互动、民主协商和利益均衡,通过理念牵引、组织延展、功能激活三大机制实现其各项目标,是一个马克思主义执政党通过全面领导、资源整合、社会动员等制度化方式推动党组织和党员参与城市治理,激活社会资本、动员各方力量构建社会治理共同体的复杂过程。在全面建设社会主义现代化国家的历史新征程中,强化党组织的服务理念、推进党建引领与居民自治的有机平衡、全面激活党组织的多维功能,持续完善党建引领城市精细化治理的体制机制,是我国城市治理现代化的必由之路。

As a long-term ruling Marxist party,the CPC directly participates in and dominates urban governance,and occupies a key pivotal position in the modernized urban governance system with Chinese characteristics.China's urban governance system has a distinctive political party-led feature,and the CPC leads and cooperates with multiple governance entities to participate in the practice of urban refined governance.The party building leads urban refined governance to become a new paradigm of urban governance modernization in the new era.The mechanism construction of refined urban governance led by the Party building is based on adapting to and meeting the needs of multiple subjects in the city,through classified guidance and precise implementation of policies to achieve goodwill interaction,democratic consultation and balanced interests among various stakeholders.Specially,it is achieved through the three mechanisms:concept traction,organizational extension,and functional activation,which is a complex process in which the Marxist ruling party participates in urban governance through institutionalized ways such as overall leadership,resource integration,and social mobilization,and party organizations and party members participate in order to activate social capital and mobilize all forces to build a social governance community.Under the new situation,strengthening the service concept of party organizations,balancing the guidance of party building with residents'self-governance,activating and strengthening the multidimensional functions of party organizations,so as to continue to improve the institutional mechanism of party building leading refined urban governance,is the only way to modernize urban governance in China.
