社会主义现代化建设新征程上,城乡融合发展是乡村振兴战略下重塑城乡关系的重要战略举措。以县域为基本单元的城乡融合发展及其引发的社会革命要求基层党组织主动开展自我革命。两者之间的辩证运动形成了城乡融合发展背景下党建引领基层治理的内在逻辑。辩证审视城乡融合发展对党建引领基层治理的冲击,机遇与挑战并存。深入推进城乡融合发展与基层治理现代化,必然要求基层党组织抢抓机遇、迎接挑战。一方面,基层党组织要做好制度设计,以党组织自身建设为牵引,自觉运用系统思维,统筹谋划党的建设、城乡融合、基层治理的协同发展;另一方面,基层党组织要坚持守正创新,通过系统性自我建设强化对城乡融合发展与基层治理现代化的多元引领。党建引领基层治理已然形成“一核多元与三治融合”的社会治理结构、“党建+治理+发展”的城乡融合互促共进模式,其独特功能的充分发挥将为社会主义现代化国家建设和中华民族伟大复兴奠定坚实的基层社会基础。

In the new journey of socialist modernization,the integrated development of urban and rural areas is a strategic measure to reshape the relationship between urban and rural areas.The integrated development of urban and rural areas,necessitates proactive self-reform by grassroots Party organizations.This dialectical movement has formed the internal logic of Party building leading grassroots governance in the context of urban-rural integration.Dialectical examining the impact of urban-rural integration on grassroots governance led by Party building,presents both challenges and opportunities.To further promote the integrated development of urban and rural areas and enhance grassroots governance modernization,grassroots Party organizations are required to confront challenges while seizing opportunities.On one hand,they should effectively engage in top-level design guided by self-construction principles within Party organizations,consciously employ systems thinking,and plan the coordinated promotion among Party building,urban-rural integration,and grassroots governance planning;on the other hand,grassroots Party organizations should have the courage to maintain integrity and innovation,and strengthen the diversified guidance for the integration of urban and rural development and the modernization of grassroots governance through systematic self-construction.The construction of the Party leads to grassroots governance,forming a social governance structure characterized by one core pluralism and three integrated governance,as well as a model of Party building+governance+development.The full play of their unique functions will lay a solid foundation at the bottom of society for constructing a modern socialist country and achieving great rejuvenation for the Chinese nation.
