社会工作助力相对贫困治理的新转变与新路径——以智能时代的复合增能为视角

New Transformation and New Path of Social Work Participation in Relative Poverty Governance——From the Perspective of Empowerment Theory in AI Era

智能时代,随着新兴智能工具走进千家万户,社会工作助力相对贫困治理迎来了新机遇与新挑战。为了有效化解新出现的矛盾和问题,专业社会工作在为服务对象进行复合增能的过程中,需要实现介入样态、行为模式、服务流程、方法选择和动力机制等方面的转变。智能时代社会工作助力相对贫困治理的新路径包括:选取直接助人服务方法,彰显社会工作的增能优势;搞好行政、咨询、研究,实施权变灵活的间接增能;建构预防机制,提升复合增能的成效;强化“四治”体系,提升专业参与的实际效能;持续改进增能服务,推进相对贫困治理的创新发展。

With the development of new intelligent tools in the AI era,social work has brought new opportunities and challenges to the control of relative poverty as they move towards thousands of households.Facing the new scene,the empowerment service of social work needs to make new responses,realize new changes and show new actions.Facing new contradictions,puzzles and problems,professional social work needs to realize new changes in intervention mode,behavior mode,service process,method selection and mechanism optimization in the process of effective empowerment for service objects.At present,the new paths of social work participating in the governance of relative poverty are as follows:selecting the method of direct help service to highlight the empowerment advantage of social work,do a good job in administration,consultation and research to implement flexible indirect empowerment,construct a long-term poverty prevention mechanism to ensure the effectiveness of compound empowerment,form an organic system of four governance to improve the actual efficiency of professional participation,continue to improve empowerment services and promote the innovative development of relative poverty governance.
