城市文脉的理论意蕴与传承路径

On Theoretical Connotations and Inheritance Paths of Urban Context

作为一个具有文化主体性的政党,中国共产党在领导推动新中国城镇化进程中逐渐意识到城市文脉是实现城镇化的珍贵遗产,认识到传承城市文脉具有推动文脉赓续、推进人民城市建设、塑造城市精神、促进城市高质量发展的重要价值。城市文脉具有丰富多维的内涵,既是人们在建设、发展和治理城市的长期实践中积淀下来的优秀历史文化资源,见证和记录着人城互动的历程与成就;又是由先进分子和普通群众共同创造的多样性历史文化资源,具有雅俗并存性;还是由自然生态、建成环境、社会文化等要素构成的统一体。新时代城市党政部门要善于抓住机遇、直面挑战,通过强化传承意识、合理引导资本、促进科技赋能等多种途径大力推进城市文脉传承,不断丰富城市居民的精神生活。

As a political party with cultural subjectivity,the Communist Party of China has gradually realized that urban context is the precious heritage for realizing urbanization in the course of leading New China s urbanization,and that inheriting urban context is helpful to carry forward the context,advance construction of people s city,shape urban spirit and achieve high-quality urban development.Urban context has multi-dimensional connotations.Firstly,it refers to excellent historical and cultural resources accumulated by people in the long-term practice of constructing,developing and managing cities,which witness and record the process and achievements of human-city interaction.Secondly,it refers to a diversity of historical and cultural resources created by elites and ordinary people,which leads to the coexistence of elegance and vulgarities.Thirdly,it refers to a unity composed of natural ecology,built environment and social culture.The urban party and government departments should face up to opportunities and challenges in the new era,vigorously promote the inheritance of urban context through strengthening awareness of inheritance,rationally guiding capital and promoting scientific and technological empowerment so as to constantly enrich the spiritual life of urban residents.
