基于数据中心的深圳市国土综合调查信息化建设

摘要 自然资源调查监测信息化建设是支撑自然资源管理工作、提升治理能力的重要手段之一,但当前深圳市各项调查独立实施、业务协同困难、数据获取手段传统、支撑系统或模块较为分散,全要素智能提取、全过程综合管理、信息高效共享的工作局面尚未完全形成。本文在深圳市国土综合调查框架体系下,分析了当前业务流程、数据流转管理和信息化建设的状况及面临的挑战,提出了基于统一数据中心的全流程数字化管理的建设思路和框架,并从常态化变化发现、调查数据智能获取手段、模块可插拔及自然资源三维立体时空数据库建设等方面探讨了信息化建设的技术路径。在此基础上,初步形成了2022年变化发现数据汇聚成果及自然资源调查监测综合管理系统原型,为后续实现深圳市自然资源综合调查信息化提供基础,也为其他市级自然资源调查监测信息化建设提供参考和借鉴。 Information construction of natural resources survey and monitoring is one important means for supporting natural resources management and improving governance capacity.However,at present,various surveys in Shenzhen are independently implemented,and business collaboration is difficult.The methods of data acquisition are traditional,and the support system or module is relatively scattered.The working pattern featuring intelligent extraction of all elements,comprehensive management of the whole process,and efficient information sharing has not yet been fully formed.Under the framework system of comprehensive land survey in Shenzhen,the current status and challenges of business process,data flow management,and information construction were analyzed,and a construction approach and framework of wholeprocess digital management based on a unified data center were put forward.Moreover,the technical path of information construction was discussed from the aspects of normal change discovery,intelligent acquisition of survey data,pluggable modules,and the construction of a three-dimensional spatio-temporal database of natural resources.On this basis,the prototypes of the 2022 change discovery data aggregation results and the integrated management system of natural resources survey and monitoring were initially formed,which provided a basis for the subsequent informatization of a comprehensive survey of natural resources in Shenzhen and a reference for the information construction of other municipal natural resources survey and monitoring.
