摘要
慈善事业是实现“第三次分配”的重要方式,是推动社会公平与和谐发展的有力手段。社区慈善是中国特色慈善事业的重要组成部分,做好社区慈善对基层治理有着重要意义,有助于推动社区慈善文化发展,提高社会的道德水准,推动和谐社会建设,提升基层治理效能。近年来我国社区慈善事业得到较快发展,但由于起步较晚,在发展中还存在社区居民参与慈善事业的意识不强、社区慈善事业专业人才匮乏、社区慈善资金不足、社区慈善组织公信力较低等问题。为进一步推进社区慈善事业发展,应加强社区慈善文化建设,营造浓厚社区慈善氛围;培养志愿服务专业人才,开展多样化志愿服务活动;整合多方资源,多渠道筹集社区慈善资金;严格信息公开和监管,推动社区慈善基金规范使用;完善社区慈善工作机制,探索社区慈善新模式。
Charity is an important way to realize the“third distribution”and a powerful means to promote social equity and harmonious development.Community charity is an important part of philanthropy with Chinese characteristics,and doing well in community charity is of great significance to grassroots governance,which helps to promote the development of community charity culture,moral standard of society,construction of a harmonious society,and efficiency of grassroots governance.In recent years,China’s community charity has been developing rapidly,but due to the late start,there are still some problems in the development,such as weak awareness of participation in charity among community residents,the lack of professionals in community charity,insufficient funds for community charity,and the low credibility of community charity organizations.In order to further promote the development of community charity,it is necessary to strengthen the construction of community charity culture and create a strong community charity atmosphere,train professionals in volunteer service and carry out diversified volunteer service activities.In addition,we should integrate multiple resources and raise community charity funds through multiple channels,strictly disclose and supervise information and promote the standardized use of community charity funds,improve the working mechanism of community charity and explore new models of community charity.
