四川省基层职能部门公共卫生应急管理现状调查

Investigation on the status quo of public health emergency management in grassroots functional departments in Sichuan

目的了解四川省基层职能部门参与公共卫生应急管理的基础条件、运行现状,为提升其公共卫生应急管理能力提供参考依据。方法采用多阶段抽样的方法,随机抽取四川省57个基层职能部门作为调查对象,并开展现场和回顾性调查研究。结果四川省基层职能部门设置公共卫生应急管理相关科(股)室占89.5%;从事公共卫生应急管理专职人员、兼职人员、主任科员、科员与其他人员的中位数分别为2人、3人、1人、2人;93.0%的基层职能部门制定了应对突发公共卫生事件的政策文件;50.9%的基层职能部门有年度卫生应急专项经费。结论基层职能部门卫生应急管理内设机构和人员编制总体运行良好,但不够规范,相关政策需要优化。在践行“以人民健康为中心”的新执政方略中,针对一定时期传染病还存在不同程度多发、频发的状况,全面加强基层公共卫生应急管理体系建设十分必要。

Objective To understand the basic conditions and operational status of grassroots functional departments participation in management of public health emergency in Sichuan,and provide reference basis for improving public health emergency management capabilities.Methods Using multi-stage sampling,57 grass-roots functional departments in Sichuan were randomly selected to carry out on-site and retrospective investigation.Results 89.5% of the grassroots functional departments in our province have established public health emergency management related departments(stocks);the median number of full-time,part-time,chief,and other personnel engaged in public health emergency management is 2,3,1,and 2,respectively;93.0% of functional departments have formulated policy documents to respond to public health emergencies;50.9% have annual special funds for health emergency response.Conclusion The overall operation of the internal institutions and personnel staffing of the grass-roots functional department health emergency management is good,but it is not standardized enough,and relevant policies need to be optimized.In implementing the new governance strategy of“putting people’s health at the center”,in response to the varying degrees of frequent and frequent occurrence of infectious diseases during a certain period of time,it is necessary to comprehensively strengthen the construction of grassroots public health emergency management system.
