如果要选择一个词来表达当今中国各级决策者的雄心抱负,可能没有比“创新”更合适的了。“创新”作为中国目前发展的一项新使命和新愿景,深深地激励着全国上下各级的决策者。长期以来,中国很多地方政府沉迷于将城市建设成为各种大大小小的“世界城市”。然而近十年来,建设“全球科技创新中心”迅速风靡神州大地,成为国家和地方发展议程中的首要任务。虽然我国各级领导的规划与决策正经历前所未有的“创新转向”,但是我相信极少决策者有足够信心宣称自己知道“全球科技创新中心”的本质和态势。

If we were to identify one single word that can best characterize the ambition and aspiration of current Chinese decision-makers across the country,there is probably no better choice than“innovation”—a new mission and vision so powerfully inspiring literally all policy makers of the entire state apparatus.For a long while,Chinese municipal governments were obsessed with a romantic imagination to transform Chinese cities into all kinds of“world cities”big and small.
