新时代“枫桥经验”视角下新质公安战斗力提升路径研究——以电诈犯罪治理为例

Research on New Quality Public Security Combat Effectiveness Enhancement Path from the of"Perspective Fengqiao Experience"in the New Era:Taking the Governance of Telecom Network Fraud as an Example

新质公安战斗力的形成和提升是推进公安工作现代化的必然要求,也是公安工作高质量发展的重要支撑。新时代“枫桥经验”为新质公安战斗力的形成和提升提供了实践路径。以电信网络诈骗治理为例,梳理治理难点,可从警务运行机制、多元主体参与、社区警务模式和执法规范化建设四个方面着手,加快形成和提升新质公安战斗力。同时,治理电信网络诈骗犯罪的成效也可以检验新质公安战斗力和队伍素质建设水平,提升基层治理能力,推动公安工作高质量发展。

The formation and promotion of new quality public security combat effectiveness is an inevitable requirement to promote the modernization of public security work,and also an important support for the high-quality development of public security work.The"Fengqiao Experience"in the new era provides a practical path for the formation and promotion of new quality public security combat effectiveness.Taking the governance of telecom network fraud as an example,sorting out the difficulties of governance can start from four aspects:police operation mechanism,multi-subject participation,community policing model and standardized construction of law enforcement,and accelerate the formation and enhancement of new quality public security combat effectiveness.At the same time,the effectiveness of the management of telecom network fraud crime can also test the new quality of public security combat effectiveness and team quality construction level,improve the grassroots governance capacity,and promote the high-quality development of public security work.
