多规合一背景下村域“三生空间”划定与布局探讨

Discussion on the Delineation and Layout of the"Three Living Spaces"in the Village Area under the Background of Multi-planning Integration

科学划分乡村地区“三生空间”是构建乡村地区国土空间规划体系和落实乡村地区国土空间用途管制的必然要求,也是全面实施乡村振兴战略、开展乡村建设行动、统筹粮食生产安全和生态环境保护的重要举措。本文以湖南省东安县赵家井村为研究区,采用地类归并法和国土空间适宜性评价相结合的方法,运用GIS空间分析手段,按照最适宜和生态-生产-生活的优先原则得到三类空间。划分结果:生态空间面积为113.20 hm^(2),占土地总面积的16.09%,生产空间面积为481.82 hm^(2),占土地总面积的68.49%,生活空间面积为108.52 hm^(2),占土地总面积的15.42%;确定赵家井村的村庄发展模式为农业发展为主的、生态保护和村庄建设并行的、适宜多层次多结构的文旅发展和保护相结合,工业综合发展的特色村庄。

Scientific delineation of the"three lives"space in rural areas is an inevitable requirement for the construction of a land space planning system in rural areas and the implementation of land space use control in rural areas,and is also an important measure for the comprehensive implementation of the strategy of rural revitalisation,the development of rural construction actions,and the integration of food production security and ecological environmental protection.This paper takes Zhaojiajing village,Dong'an county,Hunan province,as the study area,and adopts the method of combining the land class grouping method and the evaluation of land space suitability,and applies the GIS spatial analysis means to get three types of space according to the most suitable and ecological-production-life priority principles.The results:the ecological space area is 113.20 hm^(2),accounting for 16.09%of the total land area,the production space area is 481.82 hm^(2),accounting for 68.49%of the total land area,and the living space area is 108.52 hm^(2),accounting for 15.42%of the total land area;it is determined that the village development mode of Zhaojiajing village is mainly agricultural development,ecological protection and village construction.The village development model of Zhaojiajing village is identified as a characteristic village with agricultural development,ecological protection and village construction in parallel,suitable for multi-level and multi-structural cultural and tourism development and protection,and integrated industrial development.
