城市数字治理理论前沿与实践进展——基于国外几种典型案例的分析

Theoretical Frontiers and Practical Advances in Urban Digital Governance——A Case Study Based on Several Typical Foreign Cities

城市数字治理坚持以人为本、开放创新、共建共享、包容发展的目标原则,其治理范围涵盖了城市治理中的数字政府、数字经济、数字社会、数字技术等。城市数字治理可分为数据监管型、精细服务型、协同治理型三种模式,三种模式并不是对立和互斥的,而是互为表里、相互依存的。美国纽约、英国伦敦和新加坡在城市数字治理方面提供了有益的经验借鉴,但也面临一些问题挑战。在城市数字治理进程中,应避免过度依赖技术而导致的“技术官僚”现象,更不能陷入“技治主义”;避免出现“指尖上的形式主义”“指尖上的懒政”现象,而是要让城市充满“温度”;同时,应统筹好发展与安全的关系,在促进城市数字治理进程中保障好网络安全和数据安全。

Urban digital governance adheres to the principles of people-oriented,open innovation,coconstruction,sharing,and inclusive development.Its governance scope covers digital government,digital economy,digital society,and digital technology in urban governance.Urban digital governance can be divided into three models:monitoring-based governance,refined service-based governance and collaborative governance,which are not mutually exclusive but complementary.Cities like New York,London and Singapore provide valuable experiences in urban digital governance.In the process of urban digital governance,one should avoid the phenomenon of"technological bureaucracy"caused by overreliance on technology and should not fall into"technological determinism".Additionally,one should prevent the occurrence of"formalism at the fingertips"or"lazy governance at the fingertips",ensuring that cities are imbued with"warmth".Simultaneously,one should coordinate the relationship between development and security,ensuring network security and data security while promoting the process of urban digital governance.
