耕地“进出平衡”实施问题与对策研究——以南京市为例

Implementation Difficulties and Countermeasures of Cultivated Land“in and out of Balance”——A Case of Nanjing City

我国实行最严格的耕地保护制度,在耕地数量不断减少和耕地“非粮化”现象日益突出的背景下,国家提出了严格管控耕地与其他农用地、农业设施建设用地内部结构调整的耕地“进出平衡”制度。基于第三次全国国土调查及年度变更调查数据,分析南京市2020和2021年耕地“进出平衡”实施现状及存在的主要问题,结合南京市已有实践,从明确转进转出规则、加强项目资金保障、完善指标交易机制、加强全流程监管等方面提出了相关对策建议,以期为完善耕地“进出平衡”政策和管理办法,推动“进出平衡”制度的路径设计提供借鉴和参考。

Our country implements the most strict cultivated land protection policy.Under the background of the continuous reduction of cultivated land and the increasingly prominent phenomenon of cultivated land“non grain”,the country puts forward cultivated land“in and out of balance”policy to strictly control the adjustment of the internal structure of cultivated land,other agricultural land,and agricultural facility land.On the basis of the existing data,this paper analyzes the implementation status and existing problems in Nanjing of the current policy of cultivated land“in and out of balance”,and puts forward relevant countermeasures combined with the existing practices in Nanjing,in order to provide reference for improving the policy and management methods of cultivated land“in and out of balance”and promoting the path design of“in and out of balance”system.
