乡村振兴背景下农村人才振兴政策评价——基于PMC指数模型

Evaluation of Rural Talent Revitalization Policy Under the Background of Rural Revitalization Based on PMC Index Model

要实现乡村振兴,人才是关键。近年来我国各级政府出台了一系列农村人才政策,在加强农村人才队伍建设的过程中,发挥着引导、支持和保障等积极作用。通过文本挖掘的方法对52项中央层面发布的农村人才政策文本内容进行分析,构建了包含9个一级指标,39个二级指标的农村人才政策评价指标体系,选取10项具有代表性的政策构建PMC指数模型,测算其PMC指数,并绘制PMC曲面图进行可视化。结果表明:其中2项政策评价等级为优秀,6项为良好,2项为及格。研究表明我国农村人才政策在整体上设计合理,但在政策时效、保障激励以及政策功能方面还存在不足。对此,提出加强政策时效性、强化政策法治保障、重视农业学科建设等相关建议。

Talent is the key to rural revitalization.In recent years,governments at all levels have issued a series of policies for rural talents,which play a positive role in guiding,supporting and guaranteeing the construction of rural talents.Through text mining method,this paper analyzes the contents of 52 rural talent policy texts released by the central government,constructs a rural talent policy evaluation index system containing 9 first-level variables and 39 second-level variables,selects 10 representative policies to build a PMC index model,calculates its PMC index,and draws a PMC surface map for visualization.The results indicate that:Two policies were rated as excellent,six as good,and two as pass.The research shows that the overall design of the rural talent policy in our country is reasonable,but there are still deficiencies in the prescription,incentive and function of the policy.The paper puts forward some suggestions on the timeliness of the policy,strengthening the legal guarantee of the policy and attaching importance to the construction of the agricultural discipline.
