摘要
选贤任能制度是制度化的选贤任能,蕴含了“两个结合”的时代转化,体现了人事与制度的良性互动。中国古代吏制中有崇德尚贤选拔标准、客观公正任用方式和开放包容人才观念等优点,也存在阶级属性落后性、君臣关系仆从性和发展演进迟滞性等弊端,其中注重历练、分类任职、以德为先、廉洁奉公、人尽其才等经验性举措,对新时代干部管理五大体系具有启示和借鉴意义。新时代选贤任能制度需要坚持辩证分析、发展转化和现实导向,在传承扬弃、吸收借鉴和实践探索中实现创新发展。
The meritocracy system is an institutionalized selection process,embodying the era’s transformation through the“Second Combination,”and reflecting the positive interaction between personnel and institutions.The ancient Chinese official system had merits such as the emphasis on virtue and talent in selection criteria,objective and fair employment methods,and an open and inclusive attitude towards talent.However,it also had drawbacks like outdated class attributes,servile monarch-subject relationships,and delayed developmental progress.Practices emphasizing experience,categorized appointments,virtue prioritization,integrity,and making full use of talents offer insights and references for the five major systems of cadre management in the new era.The modern meritocracy system needs to adhere to dialectical analysis,developmental transformation,and practical orientation,achieving innovative development through inheritance and rejection,absorption and reference,and practical exploration.
