推动科技创新与产业发展深度融合是实现新型工业化和谋求经济持续健康发展的关键。通过分析产业发展与科技创新的历史脉络,揭示了新时期我国科技和产业融合过程中存在的问题,如科技和产业“两张皮”现象、组织方式不匹配、政府职能部门衔接不足等。为了解决上述问题,亟需构建科技和产业融合发展的五个能力:市场需求导向的科技研发能力、协同创新的组织管理能力、科技产业规划的统筹协调能力、创新要素的高效供给能力,以及产业科技生态的融合发展能力。相关能力建设可以通过科技和产业的五个融合点来实现,具体包括新型研发机构、创新联合体、科技和产业规划、创新要素配置,以及新兴产业创新生态,其可同时影响科技创新和产业发展。以融合点为着力点,优化科技创新体系与产业发展体系,可以有效促进科技创新与产业发展的深度融合,从而推动经济结构优化升级,提升国家整体实力。

Promoting the deep integration of technological innovation with industrial development is the key to achieving new industrialization and striving for sustained and healthy economic development.Through analyzing the historical context of industrial development and technological innovation,problems in the process of integrating technology and industries in China during the new period were revealed,such as the disconnection between technology and industry,mismatched organizational methods,and insufficient coordination among government departments.To address the above issues,it is necessary to build five capabilities for integrating technology with industry:market demand-oriented scientific research and technological development,collaborative innovation organization and management,overall planning and coordination of technology and industry development,efficient supply of innovative elements,and integrated development of industrial technology ecology.Specifically,these capabilities can be achieved through five integration points between technology and industries.These points include new types of R&D institutions,innovation consortium,technology and industrial planning,allocation of innovative elements,and an emerging industrial innovation ecosystem.By focusing on these integration points,we can optimize the system of technological innovation and industrial development,effectively promoting their deep integration.This,in turn,can drive economic structural optimization and upgrading,thereby enhancing the country's overall strength.
