公路突发环境事件应急预案预警级别研究

Research on emergency response plan and early warning levels for sudden environmental events on highways

公路突发环境事件环境风险类型主要为危险物质泄露以及火灾、爆炸引发的伴生或次生污染物排放,环境风险源具有外源性、多样性、分散性、定量性和移动性等特点。公路突发环境事件应急预案尚无国家级编制指南或技术规范。本文结合公路项目特点,提出公路突发环境事件应急预案预警分级标准,对公路突发环境事件应急预案的编制工作具有指导和规范作用。

The environmental risks of sudden environmental events on highways mainly include the leakage of hazardous substances,as well as the emission of associated or secondary pollutants caused by fires and explosions.The sources of environmental risks are characterized by their exogenous,diverse,decentralized,quantitative,and mobile nature.There is no national-level guideline or technical specification for the preparation of emergency response plans for sudden environmental events on highways.This paper,considering the characteristics of highway projects,proposes a classification standard for the early warning levels of emergency response plans for sudden environmental events on highways,which can guide and standardize the preparation of emergency response plans for such events.
