企业排污许可自行监测工作存在的问题及对策探析

Analysis of issues and countermeasures in self-monitoring of pollutant discharge permits in enterprises

排污单位自行监测是排污单位落实企业环境治理主体责任的重要任务。目前,因排污许可填报人员对自行监测技术指南和监测工作涉及的技术标准、监测方法等理解的不同,造成了排污许可填报自行监测方案与实际自行监测开展时所采用的监测方法不一致、自行监测方案部分内容缺失等问题,对排污许可自行监测在固定污染源监管体系中的作用效果产生了一定的影响。基于此,本文主要分析了现阶段排污单位自行监测填报存在的主要问题,就规范化制定自行监测方案等相关对策进行探讨,以期为不断提升排污单位自行监测水平提供参考。

Self-monitoring by pollutant discharge units is an important task for the implementation of the main responsibility of corporate environmental governance.Currently,due to the varying understandings of the self-monitoring technical guidelines and the technical standards and monitoring methods involved in the monitoring work among the personnel filling out pollutant discharge permits,inconsistencies have arisen between the self-monitoring plans submitted for pollutant discharge permits and the monitoring methods actually used during self-monitoring.Additionally,some content in the self-monitoring plans is missing,which has had a certain impact on the effectiveness of self-monitoring for pollutant discharge permits in the fixed pollution source regulatory system.Based on this,this paper mainly analyzes the main issues currently existing in the self-monitoring submissions by pollutant discharge units and discusses the relevant countermeasures for the standardized formulation of self-monitoring plans,with the aim of providing references for continuously improving the self-monitoring level of pollutant discharge units.
