新时代反腐败国际合作是党风廉政建设和反腐败斗争的重要战略部署,在反腐败斗争实践中起着关键的协同作用。新时代中国反腐败国际合作以明确战略地位和实施路径来谋划顶层设计,以完善反腐败国际合作主体机构和修订出台相关法律制度来提供体制制度保障,以开展追逃追赃系列专项行动、在多边合作框架下提出反腐败国际合作的中国主张、积极构建反腐败国际合作平台来参与全球治理践行反腐败国际合作。问题是行动的先导。新时代反腐败国际合作面临着对腐败认识差异大、国际和国内法律制度障碍大、数据平台和人才队伍限制大等主客观方面挑战。针对这些挑战,应通过统一腐败行为评价标准和理性对待反腐败国际合作中的冲突来客观认识反腐败国际合作,加强国内法与国际法相衔接及国内不同法律制度之间的衔接来健全相关法律制度,建立反腐败国际合作数据库和加强专业人才培养来增强资源整合,在主观和客观的统一中寻求反腐败国际合作的最优策略,推动反腐败国际合作更好地朝纵深方向发展。

International cooperation against corruption in the new era is an important strategic deployment for the efforts to improve Party conduct and combat corruption,It plays a crucial synergistic role in the practice of combating corruption.In the new era,China's international cooperation against corruption is planned at the top level by clarifying its strategic position and implementation path,provided institutional guarantees by improving the main body of international cooperation against corruption,and revising relevant legal systems,practiced by carrying out a series of special actions to hunt for those who have fled abroad and recover ill-gotten gains,proposing China's proposals for international cooperation against corruption within the framework of multilateral cooperation,and actively building an international cooperation platform against corruption to participate in global governance.The problem is the precursor to action.In the new era,international cooperation against corruption faces subjective and objective challenges,such as significant dfferences in understanding of corruption,significant obstacles in international and domestic legal systems,and significant limitations in data plaforms and talent teams.In response to these challenges,we should take actions as following:objectively understanding international cooperation against corruption by unifying the evaluation criteria for corrupt behavior and treating conflicts in international cooperation against corruption rationally,strengthening the connection between domestic law and international law,as well as the connection between different domestic legal systems,which can improve relevant legal systems,establishing an international cooperation database against corruption and strengthening professional talent training to enhance resource integration.In short,we should seek the optimal strategy for international cooperation against corruption through subjective and objective unity,and promote better development of international cooperation against corruption in a deeper direction.
