Governance of Science and Technology Innovation in the Context of National Modernization Governance

国家治理体系和治理能力现代化背景下,各类现代化要素快速频繁重组,引领科技创新向复杂化、系统化方向发展,使科技创新治理具有重要的现实意义。基于对国家治理现代化背景下科技创新治理现实情境的分析,发现科技治理体系构建虽已取得初步成果,但在实践发展中仍然存在诸多矛盾,需要在国家治理格局下不断推进科技体制改革。鉴于科技创新治理既面临新的机遇挑战,又囊括了新的目标任务,需要深入探究国内外治理经验。通过总结分析世界主要创新国家以及我国上海和广东两地的科技创新治理历程,获得统筹规划、推进改革、顶层设计、多主体协同等经验启示,进而分别从整体维度和个体维度出发,提出国家治理现代化背景下加强科技创新治理的优化策略。

Under the background of the modernization of the national governance system and governance capabilities,various modernization elements are rapidly and frequently reorganized,which leading scientific and technological innovation to develop more complexly and systematically.In this way,the governance of scientific and technological innovation has important practical significance.Based on the analysis of the actual situation of scientific and technological innovation governance in the context of national modernization governance,this paper finds that although the construction of the scientific and technological govermance system has achieved preliminary results,there are still many contradictions in the developing practice,so it is necessary to continuously promote the reform of the scientific and technological system under the national governance structure.In view of the fact that the governance of technological innovation not only faces new opportunities and challenges,but also includes new goals and tasks,it is meaningful to in-depth explore the existing experience of governance system construction.Through summarizing and analyzing the scientific and technological innovation governance process of the world's major innovation countries,Shanghai and Guangdong,this research have gained experience and enlightenment including overall planning,reform promotion,top-level designation,and multi-agent collaboration.Furthermore,the author puts forward targeted optimizational strategies for scientific and technological innovation governance under the background of national governance modernization from both the overall dimension and the individual dimension.
