摘要
定期开展城市体检评估,是促进城市高质量发展,针对性地提高国土空间规划实施效率的重要工具[1]。文章聚焦奉贤区进入21世纪后的规划建设,以总体规划实施评估为契机,探讨上海超大城市郊区发展的特征问题。首先,回顾奉贤区20年的规划建设历程,概述奉贤区当前的发展成效。其次,从需求导向出发,剖析奉贤区城市发展失衡、产业链协同程度不高、设施配置精准性不足及轨道交通滞后于地区发展四个方面的问题。在未来的发展中,奉贤区应在全市总体政策框架下,促进空间高效集约利用、强化产业提质增效、坚持创新驱动模式、完善地区配套等,为进一步打造“新片区西部门户、南上海城市中心、长三角活力新城”奠定坚实的基础。
Regular urban physical examination and assessment is an important tool for promoting high-quality urban development and targetedly improving the implementation efficiency of territorial spatial planning[1].This paper focuses on the planning and construction of Fengxian District after entering the 21st century,and takes the assessment of the implementation of the master plan as an opportunity to explore the issues that characterize the development of Shanghai’s mega-city suburbs.First,it reviews the planning and construction history of Fengxian District in the past 20 years and outlines the current development effectiveness of Fengxian District.Secondly,from the demand-oriented perspective,the paper analyzes the problems of Fengxian District in four aspects:imbalance in urban development,low degree of industrial chain synergy,lack of precision in facility allocation and rail transportation lagging behind regional development.In the future development,Fengxian District should,under the overall policy framework of the city,promote the efficient and intensive use of space,strengthen the quality and efficiency of industry,adhere to the innovative-driven mode,and improve the supporting facilities of the district,so as to lay a solid foundation for further building the“western gateway of the new area,the urban center of South Shanghai,and the dynamic new city of the Yangtze River Delta”.
