设计引导下的全域土地综合整治实践探索——以上海市崇明区竖新镇为例

Exploration on Design-Led Comprehensive Land Consolidation Practices:A Case of Shuxin Town in Chongming District in Shanghai

全域土地综合整治是落实国家生态文明建设和乡村振兴重大发展战略的重要抓手之一。上海为破解乡村地区发展桎梏,因地制宜开展了土地综合整治的实践探索,形成了较为显著的成效。然而,研究发现上海当前全域土地综合整治工作中仍存在顶层设计同质竞争、资源配置策略不清、项目实施落地困难等现实难题。设计作为一种思维方式和技术方法,对提升全域土地综合整治工作的战略性、科学性、人文性等具有重要应用价值。文章以上海市崇明区竖新镇为例,探索设计引导下的全域土地综合整治实践路径,为有效提升全域土地综合整治工作水平,营造高品质、有特色的国土空间提供有益参考。

Comprehensive land consolidation is a crucial initiative for implementing the major national strategies of ecological civilization construction and rural revitalization.To address the developmental challenges in rural areas,Shanghai has explored practical approaches to land consolidation tailored to local conditions,yielding significant results.However,the research indicates that there are still practical challenges in the comprehensive land consolidation of Shanghai,such as homogenous competition in top-level design,unclear resource allocation strategies,and difficulties in project implementation.As a method of thinking and technical method,the design holds significant value in enhancing the strategic,scientific,and humanistic aspects of comprehensive land consolidation.Using Shuxin Town in Chongming District,Shanghai as an example,the paper explores design-led paths for comprehensive land consolidation practices.It aims to provide valuable references for improving the effectiveness of comprehensive land consolidation and creating high-quality and distinctive national land spaces.
