祁连山国家公园民乐县境内自然资源资产价值评估及其意义

VALUE EVALUATION OF NATURAL RESOURCES ASSETS OF QILIAN MOUNTAIN NATIONAL PARK IN MINLE COUNTY

自然资源是组成生态系统的基本要素,是国家重要的战略性资源,更是人类社会可持续发展的物质基础。本文通过市场价值法、影子工程法、替代成本法、机会成本法、旅行费用法、支付意愿法等对祁连山国家公园民乐县境内土地资源、森林资源、草原资源、水资源、矿产资源及由自然资源所构成的生态系统等进行了价值评估。结果显示,民乐县境内自然资源资产价值122.45亿元,其中生态服务价值56.19亿元。该结果不仅摸清了自然资源资产家底,更直观显示自然资源的价值,对民乐县自然资源的科学保护、合理利用、有效管理具有重大意义。

Natural resources are the important strategic resources of a country,the material basis for the sustainable development of human society,and the basic elements of the ecosystem.This paper evaluates the value of land resources,forest resources,grassland resources,water resources,mineral resources and the ecosystem composed of natural resources in Minle County of Qilian Mountain National Park by means of market value method,shadow engineering method,alternative cost method,opportunity cost method,travel cost method,willingness to pay method,etc.The value of natural resources assets in Minle County is 12.245 billion yuan,of which the value of ecological services is 5.619 billion yuan.The results not only find out the background of natural resource assets,but also let people understand the value of natural resources more intuitively,which is of great significance for the scientific protection,rational utilization and effective management of natural resources in Minle County.
