摘要
近年来,随着我国卫生事业的发展,在公立医院“控编”“去编”的趋势背景下,编外用工模式成为越来越多公立医院的选择。本文通过案例研究的形式,对北京市两家公立医院的编外用工现状特点进行总结,分析其在编外人员管理中存在的困难和问题,并借此提出完善编外人员管理的思考和建议。公立医院编外用工管理难点及对策探析,对提升编外员工胜任力、提高公立医院人力资源使用效率和促进我国医疗事业健康发展具有重要现实意义。
In recent years,with development of China’s healthcare industry and trend of“control staffing”and“remove staffing”in public hospitals,non-staff employment model has become an increasingly popular choice for public hospitals.This article summarizes characteristics of current situation of non-staff employment in two public hospitals in Beijing through case studies,analyzes difficulties and problems in management of non-staff,and proposes ideas and suggestions for improving management of non-staff.Analysis of difficulties and countermeasures in management of non-staff employment in public hospitals is of great practical significance for enhancing competence of non-staff,improving efficiency of human resource utilization in public hospitals,and promoting healthy development of China’s medical industry.
