核电企业基于业主引领和全线协同的安全管理体系构建

摘要 基于辽宁核电现场安全管理“一个团队”“大安全”管理理念作为指导思想,创新构建业主引领和全线协同的新工作格局,建立各方联合、深度参与的“一盘棋”监督管理体系。现场通过持续推行强化风险管控的“六大安全管理策略”,强化网格责任落实、风险紧前管控、监督不留死角、精益隐患治理的现场安全管理思路,督促现场各主体单位安全职责落实,推动现场安全管理系统化、标准化、精益化。通过创新业主引领和全线协同的安全管理体系构建,现场全员安全生产责任制落实得到有效推进,高效解决项目建设过程中的安全难点,总体安全管理业绩水平持续提升,为核电建设间接创造了巨大的经济价值,对核电行业安全管理提升具有一定的推广和借鉴意义。 Based on the management concept of“one team”and“big safety”in safety management of Liaoning Nuclear Power site,this paper innovatively constructs a new work pattern led by the owner and coordinated by the whole line,and establishes a“a board of chess”supervision and management system.Through the continuous implementation of the“six major safety management strategies”,the on-site safety management ideas of the risk management and control,grid responsibility implementation,risk tight control,supervision without leaving a blind spot,and lean hidden danger management are strengthened.The implementation of safety responsibilities of the main units on site is supervised and urged,and the systematization,standardization and leanness of on-site safety management are promoted.Through the construction of an innovative owner-led and full-line collaborative safety management system,the implementation of the on-site full-staff safety production responsibility system has been effectively promoted,the safety difficulties in the project construction process have been effectively solved,and the overall safety management performance level has continued to increase.It has indirectly created huge economic value for nuclear power construction and has certain promotion and reference significance for the improvement of safety management in the nuclear power industry.
