核电企业基于全链风控的高质量供应链管理体系建设

摘要 福清核电围绕建设全链风控的高质量供应链管理体系目标,创新全链风控方法,构建供应链Top10风险管理体系;聚焦外部风险防控薄弱点,建设需求导向、协同创新的供应链协同管理体系,创建“六边形”科研合作标准化管理机制,推动“卡脖子”攻关,激活产业链上下游创新内生动力,强链稳链补链,避免极端情况威胁供应链本质安全;聚焦内部风险源头治理,通过需求集约化精细化、全生命周期管控、敏捷流程再造,构建与机组安全稳定可靠高效运行相适应的高质量供应保障体系,防控供应链系统内生风险。通过一系列措施,从采购管理向供应链管理转型,提升产业链供应链韧性和安全可控水平。 Fujian Fuqing Nuclear Power Co.,Ltd.focused on the goal of constructing high-quality supply chain management system based on the whole chain risk control,innovating the whole chain risk control method,building the supply chain Top10 risk management system;focused on external risk prevention and control of weak points,constructing the demand-oriented,collaborative innovation of the supply chain collaborative management system,creating a“hexagonal”standardized management mechanism of scientific research cooperation,promoting the“bottleneck”research to activate the upstream and downstream of the industrial chain innovation endogenous power,to strong,stabilize,and reinforce chain,and to avoid extreme circumstances threatening the essential security of the supply chain;focused on internal risk source management,through demand intensification refinement,full-life cycle control,agile process reengineering,building a high-quality supply guarantee system that is compatible with the safe,stable,reliable,and efficient operation of nuclear power plants,to prevent and control internal risks of the supply chain system.Through a series of measures,the transformation from procurement management to the supply chain management improved the resilience and safety of the industrial chain and the supply chain.
