新型电力系统环境下煤电与新能源等多元资源协调优化运行及其挑战

摘要 我国新能源装机规模最大、且持续高速发展,电网运行面临新能源消纳与电力保障供应的双重挑战,需多方位提升系统灵活性,构建新型供给消纳体系,促进资源优化配置。立足我国电源结构和新能源快速发展态势,提出和分析了五大关键技术:煤电与新能源灵活性运行能力提升技术、柔性电-氢-化系统集成设计与运行控制优化技术、多资源互补优化调度运行技术、容量和新型辅助服务市场机制及出清技术、煤电与新能源综合调节和优化运行系统应用技术,促进煤电与新能源的协调发展,推动构建适应我国国情的新能源供给消纳体系建设,推动电力系统的转型升级。 As the country with the largest installed capacity of new energy and the most rapid development,China faces the dual challenges of new energy power consumption and security.Enhancing system flexibility,building a new supply and consumption system,and promoting resource optimization and allocation are necessary.Based on the power structure and rapid development trend of new energy in China,five key technologies are proposed and analyzed:improving the flexible operation capability of coal-fired power and new energy,integrating the design and operation control optimization technology of flexible electricity hydrogen chemical system,optimizing the scheduling and operation technology of multi-resource complementarity,market mechanism and clearing technology of capacity and new auxiliary services,and application technology of comprehensive regulation and optimization operation system of coal-fired power and new energy.These technologies promote the coordinated development of coal-fired power and new energy,promote the construction of a new energy supply and consumption system that adapts to China's national conditions,and promote the transformation and upgrading of the power system.
