考虑灵活性区域互济的电力系统源-网-储协同规划

摘要 为应对新型电力系统灵活性需求增加与灵活性资源分布不均的矛盾,提出考虑灵活性区域互济的电力系统源-网-储协同规划方法。首先,计及风光出力的相关性与不确定性,利用场景法和区间法对电力系统的灵活性需求进行量化;进一步地,分析源-网-储多类型灵活性资源的运行特性,量化其灵活性供给能力;在此基础上,确立考虑灵活性区域互济的灵活性供需平衡条件,以此平衡条件为核心,建立兼顾新型电力系统投资决策与运行模拟的双层优化模型,实现广域范围内源-网-储多类型资源的协同规划,并利用分段线性化的方法将该模型转化为混合整数线性规划问题以进行求解;最后,以西南某区域互联电网为例进行算例分析,结果表明所提规划方法在有效提升电力系统灵活调节能力的同时,能够降低系统的投资建设成本。 A collaborative planning method for the power system's source-grid-storage considering the mutual aid of flexibility among regions is proposed to address the contradiction between the increasing demand for flexibility in the new power system and the uneven distribution of flexibility resources.Firstly,considering the correlation and uncertainty of wind and solar power output,the flexibility requirements of the power system are quantified using scenario and interval methods.Furthermore,the operational characteristics of source-grid-storage multi-type flexible resources are analyzed to quantify their flexibility supply capacity.On this basis,a flexibility supply-demand balance conditionconsidering the mutual aid of flexibility among regions is established.With this balance condition as the core,a two-layer optimization model considering investment decision-making and operation simulation of the new power system is established to achieve collaborative planning of multiple types of source-grid-storage resources within a wide area.The model is then transformed into a mixed integer linear programming problem using a piecewise linearization method for solution.Finally,taking a regional interconnected power grid in Southwest China as an example for calculus analysis.The results show that the proposed planning method can effectively improve the flexible regulation ability of the power system while reducing the investment and construction costs of the system.
