在中国式现代化进程中,为推进乡村全面振兴,乡村治理旧体制难以适应新时代乡村转型与发展需要的现状。提升乡村治理的效能,助力乡村振兴,关键是乡村治理在体制方面必须有创新,必须重点把握制度建设和完善、基层治理实践创新以及乡村自治、法治和德治间的融合等问题。创新和变革乡村治理体制,构建起合理有效新体制,需要在当下村民自治制度基础上,顺应城乡一体化发展的大势,朝着新型乡村社区建设和社区治理的大方向,着力从社区制度建设、社区工作者队伍建设、社区文化建设和社区服务等维度,推动乡村治理走向现代化社区治理的新格局。

In the process of Chinese modernization, in order to comprehensively promote rural revitalization,the old rural governance system cannot meet needs of rural transformation and development in the new era. Enhancing the effectiveness of rural governance to support rural revitalization hinges on systemic innovation, focusing on institutional construction and improvement, grassroots practical innovation, and the integration of rural autonomy, rule of law, and governance based on virtue. Innovating and reforming rural governance and building reasonable and effective new system, it is necessary to promote rural governance towards new pattern of modernized community governance based on current villagers' autonomy system, conforming to the general trend of urban-rural integration development, moving towards the general direction of new-type rural community construction and community governance from the aspects of community system construction, community worker team construction, community culture construction and community services.
