德国能源转型示范项目发展情况及其对我国的启示

Development of Energy Transformation Demonstration Projects in Germany and Its Inspiration for China

以德国能源低碳转型中六个示范项目为例,分析了其发展背景、进程、特征及启示,探讨了德国能源低碳项目发展对我国的借鉴意义。通过研究发现,示范项目是否能得到推广仿效,同项目本身、项目运营环境以及项目推广主体都有着密切关系,因此,我国能源低碳转型应通过政企合作,建立政府主导、多元化投资、市场化运作的建设模式。

Taking six demonstration projects in Germany’s low-carbon energy transformation as examples,this paper analyzes their development background,process,characteristics,and inspirations,and explores the reference significance of the development of low-carbon energy projects in Germany for China.Through research,it has been found that whether demonstration projects can be promoted and imitated is closely related to the project itself,project operation environment,and project promotion subjects.Therefore,China’s low-carbon energy transformation should be achieved through government enterprise cooperation,establishing a government led,diversified investment,and market-oriented operation construction model.
