摘要
本文基于复杂适应系统理论的“刺激-反应”模型,采用多案例研究方法,对W市L、M、K三家光纤企业进行比较分析,通过探索基础研究治理系统适应中美科技竞争的行为,刻画其演化的内部机制。研究发现:治理主体受中美科技竞争的影响,根据其所处的现实国情和其他适应主体关系,凝聚价值共识,相应调整自己的态度和行为,推动主体间形成新的多层级互动的治理结构形态,并产生治理合力,最终使得治理系统在协同调整中达到比较“适应”的状态。
This article is based on the“stimulus-response”model of the CAS theory.Employing a multi-case study approach,it conducts a comparative analysis of three fiber optic enterprises,namely L,M,and K,in W city.By exploring the adaptive behaviors of systems in response to Sino-U.S.technological competition,this study delineates the internal mechanisms of their evolution.The research findings indicate that governance entities,influenced by Sino-U.S.technological competition,consolidate value consensus based on their respective national contexts and other adaptive relationships.Consequently,they adjust their attitudes and behaviors,fostering the emergence of new multi-level interactive governance structures among entities.This leads to the generation of collaborative governance forces,ultimately bringing the system into a comparatively“adaptive”state through coordinated adjustments.Additionally,discussing the differentiated development forms that governance structures exhibit in response to various complex governance issues reveals that governance subjects,in order to enhance environmental adaptability,actively seek collaboration with other subjects.The main types of cooperative governance structures are intermittent symbiosis,continuous symbiosis,and integrated symbiosis.
