校企战略科技力量之间的竞争与合作——空间计量视角

Competition and Cooperation Between Strategic Scientific and Technological Forces in Universities and Enterprises——From the Perspective of Spatial Econometrics

摘要 本文立足企业,提出两项理论假设,引入空间效应,对科技领军企业和高水平研究型大学的创新竞争与合作问题加以探讨,既研究了创新溢出效应下产学创新合作的形成,也探讨了利益冲突下产学创新竞争的实际状况。首先进行空间自相关分析,对邻近地区科技领军企业之间的创新竞合行为进行初步探索,然后建立空间面板模型,采用2009—2020年的面板数据,对校企战略科技力量之间的创新竞争与合作问题加以实证研究,并综合探讨和比较本地与邻近地区产学之间的创新竞合行为。研究发现:本地科技领军企业与高水平研究型大学之间存在显著的利益冲突和创新竞争,相邻区域产学之间存在正的创新外溢影响。科技领军企业与高水平研究型大学之间的创新竞争居主导地位。研究认为,科技领军企业应主要选择邻近省份高水平研究型大学开展创新合作,应采取多种举措加强校企战略科技力量之间的创新合作力度。 This study focuses on enterprises,puts forward two theoretical assumptions,and introduces the space effect for discussing the innovation competition and cooperation between science and technology leading enterprises and high-level research universities.This paper not only studies the formation of industry-university innovation cooperation under the effect of innovation spillover,but also discusses the actual situation of industry-university innovation competition under the conflict of interest.First of all,a spatial autocorrelation analysis was carried out to explore the innovation competition and cooperation behavior among the technology leading enterprises in the adjacent areas.Then,a spatial panel model is established,using the panel data from 2009 to 2020,to empirically study the innovation competition and cooperation between the strategic scientific and technological forces in universities and enterprises.Finally,the paper comprehensively discusses and compares the innovation competition and cooperation between universities and enterprises in local and neighboring regions.The main findings of the study are as follows.There is a significant conflict of interest and innovation competition between local science and technology leading enterprises and high-level research universities,and there is a positive impact of innovation spillover between industries and universities in adjacent regions.Innovation competition are dominant between leading enterprises in science and technology and high-level research universities.Some suggestions are as follows.Leading enterprises in science and technology should mainly choose high-level research universities in neighboring provinces to carry out innovation cooperation.Various measures should be taken to strengthen the innovation cooperation between the strategic scientific and technological forces in universities and enterprises.
