消防能力评估指标体系的构建及应用

摘要 为提高试点地区的消防能力,降低火灾事故的发生率,构建消防能力评估指标体系。按照自然性、社会性、技术性等属性,归类环境影响因素与人为影响因素,提取消防能力指标影响因素;根据危险源、城市环境、火灾预警、消防指挥、消防救援、社会救援等指标要素,构建消防能力评估指标体系;选择某地区作为试点,分析该地区消防能力评价指标的重要性,并对地区消防能力评价指标进行权重分配;基于可拓理论,进行地区消防能力的可拓评价。研究表明,该方法不仅可以实现对地区消防能力的综合评估,还可以有效降低区域火灾事故发生率。 In order to improve the fire protection capacity of pilot areas and reduce the incidence of fire accidents,a fire protection capacity evaluation index system was constructed.According to natural,social,technical and other attributes,the environmental impact factors and man-made factors are classified,and the influencing factors of fire protection capacity indicators are extracted.According to the index elements such as hazard sources,urban environment,fire early warning,fire command,fire rescue,and social rescue,the fire protection capacity evaluation index system is constructed.A certain area was selected as a pilot,the importance of the evaluation index of fire protection capacity in the region was analyzed,and the weight of the evaluation index of regional fire protection capacity was assigned.Based on the extensibility theory,the extensibility evaluation of regional fire protection capacity is carried out.The results show that this method can not only realize the comprehensive evaluation of regional fire protection capacity,but also effectively reduce the incidence of regional fire accidents.
