中原城市群水资源利用效率与高质量发展耦合的域内时空格局研究

The Spatial and Temporal Patterns of Coupling Between Water Use Efficiency and High-Quality Development in the Zhongyuan Agglomeration

探索中原城市群水资源利用效率和高质量发展耦合协调度的域内时空格局.基于耦合协调度评价模型、时空格局呈现,测算出中原城市群2006—2021年水资源利用效率和经济社会高质量发展情况,构建耦合协调度模型对中原城市群的水资源环境和社会发展协调关系进行研究.结果表明:(1)中原城市群的水资源利用效率、经济社会发展的综合发展指数为0.307 8和0.184 5,发展不平衡问题显著.(2)时间演变特征上,2006—2021年间中原城市群水资源利用效率与经济社会高质量发展耦合协调度均值在0.418~0.508之间上下浮动,整体的耦合协调度水平仍偏低.(3)空间分布特征上,中原城市群五大区域的耦合协调度水平出现南高北低、东高西低,东部发展水平高于中部,中部发展水平高于西部.(4)建议以水资源约束为引导着力提升经济和产业发展质量、强化域内城市间经济发展和水资源利用效率的联动效应、建立优化水资源集约利用公共政策引导经济社会高质量发展.

This study examines the spatial and temporal organization,determinants,and degree of coupling and coordination between efficient water resource utilization and high-quality urban cluster development in central China.A coupling coordination degree evaluation model was developed to assess the efficiency of water resources and the progress of urban clusters.The development status of the Central Plains urban agglomeration from 2006 to 2021 was calculated,and the relationships between the different components were analyzed.The results show that:(1)The comprehensive development index of water resources utilization efficiency and social development in the Central Plains urban agglomeration is 0.307 8 and 0.184 5,indicating a significant issue of unbalanced development.(2)In terms of time transformation properties,the average coupling synergy between the utilization of water resources and the superior development in the Central Plains urban clusters fluctuated between 0.418 and 0.508 from 2006 to 2021.(3) As far as dimensional properties,the trend of coupling integration extent in the Central Plains urban agglomerations is the southern region exhibiting higher coupling than the northern region,with a decreasing trend from east to west.(4)It is recommended to use water resource constraints as a guide to focus on improving the quality of economic and industrial development,strengthening the linkage effect between urban economic development and water resource utilization within the region,and establishing public policies to the efficient utilization of water resources to guide high-quality economic and social development.
