政府、企业、高校、社会参与职教高考制度的“多重嵌入”路径分析

摘要 我国职教高考制度已陆续在部分省份开展试点工作,但面临职业技术教育社会认可度低、职教高考制度发展基础薄弱、考试工作治理问题复杂、招生工作任务艰巨等多重现实困境,职教高考制度需要解决和突破的困囿也更为急切与严峻。基于“结构嵌入—政治嵌入—文化嵌入—技术嵌入”的“多重嵌入”分析框架,将职教高考制度视作政治、结构、文化和技术各主体嵌入职业技术院校考试招生制度的动态发展过程。在“多重嵌入”的视角下,政府、企业、高校、社会等多元主体应积极参与其中,具体推进策略是:以产教融合、校企合作的协同招生机制为依托;以政府直接参与职教高考为保障;以构建职教高考信息化平台为支援;以确定社会认可的职教高考价值观为引领。 The vocational education college entrance examination system in China has been piloted in some provinces,but facing multiple difficulties such as low social recognition of vocational and technical education,weak development foundation of the vocational education college entrance examination system,complex examination governance issues,and arduous enrollment tasks,the constraints that the vocational education college entrance examination system needs to solve and break through are more urgent and severe.Based on the“multiple embedding”analysis framework of“structural embedding-political embedding-cultural embedding-technological embedding”,the vocational education college entrance examination system is viewed as a dynamic development process in which various subjects of politics,structure,culture and technology are embedded into the examination and enrollment system of vocational and technical colleges.The relevant practices of the vocational education college entrance examination system are“upgraded and replaced”around the above four dimensions,provide practical and feasible policy recommendations and solutions to existing problems and difficulties.
