摘要
以广西流域面积200~3000 km2的344条中小河流为研究对象,在深入分析中小河流特征、流域地形地貌、暴雨洪水特点和治理现状基础上,综合考虑自然地理、经济社会发展格局、防洪治理措施特点等,按照区域地形地貌相似、经济社会发展水平基本同步、洪涝形成特点大体一致、防洪治涝重点相近的原则,将全区划分为桂西北石漠化区、桂中桂东沿江区、桂北山地区、桂南沿海平原区四大片区,同时结合水资源分区,细分为洞庭湖、南盘江、红水河、柳江、郁江、桂江、贺江、西江、桂南诸河、粤西诸河、元江—红河等11个水系,分析不同区域中小河流洪涝灾害成因,明确防洪治理重点,提出“四区11水系”治理布局。
The authors studied the 344 small and medium-sized rivers in Guangxi each with a catchment area variable within 200~3000 km2.Based on a deep analysis of the characteristics of the rivers,the topography and landforms of river basins,the features of rainstorm flood and the current status of management,taking into consideration the natural geography,economic and social development pattern and features of flood protection measures,according to the principles of having similar topography and landforms,the level of economic and social development being basically synchronized,the characteristics of flood formation being generally identical,the priorities of flood control and waterlogging control being similar,Guangxi was divided into four zones of rocky desertification area in northwest Guangxi,riverside area in middle and east Guangxi,mountain area in north Guangxi,coastal plain area in south Guangxi.Combined with zoning of water resources,four zones are subdivided into 11 river systems of Dongting Lake,Nanpanjiang River,Hongshui River,Liujiang River,Yujiang River,Guijiang River,Hejiang River,Xijiang River,rivers in south Guangxi,rivers in west Guangdong,Yuanjiang River-Honghe River.The authors analyze the causes of floods and waterlogging disasters in small and medium-sized rivers of different regions,clarify the key points of flood control,and put for ward the management layout of four zones and 11 river systems.
