摘要
以利益相关者视角作为研究切入点,识别军队老旧小区改造利益相关者的分类及利益诉求,分析军队老旧小区改造多元主体之间的利益冲突。在此基础上,构建前期军地联动、中期项目管理、后期竣工验收与管理三个协调流程,并提出多方参与协商、信息共享与透明度、公众参与和社区治理、改造项目可持续发展及监督与评估等五大协调机制,为全面推进军队老旧小区改造工作提供理论参考,为探索军队住房社会化保障新路子提供有益借鉴。
From the perspective of stakeholders,this paper identifies the classification and interest demands of stakeholders in the transformation of old military communities,and analyzes the conflicts of interest among multiple subjects in the transformation of old military communities.On this basis,this paper constructs three coordination processes:military-civilian linkage in the early stage,project management in the middle stage,completion acceptance and management in the later stage,and puts forward five coordination mechanisms:multi-party participation and consultation,information sharing and transparency,public participation and community governance,sustainable development of transformation projects,supervision and evaluation.It provides a theoretical reference for comprehensively promoting the transformation of old military housing communities,and provides a useful reference for exploring a new way of socialized security of military housing.
